Outline:

This fund is a new initiative from the CMA, to support community-based media and communication projects in South Yorkshire. The aim of the fund is to encourage and assist innovative communication initiatives that will contribute to neighbourhood renewal, enterprise development and employment in South Yorkshire’s Priority 4a communities.  The CMA can help establish and develop community media groups in the region by:

1)  Offering development grants to community groups to assist in the setting up of pilot ICT projects. Pilot projects might include development of community web sites, upgrading community based ICT facilities, trial community broadcasting initiatives and pilot ICT training courses.

    SYCMF Development Grants:

    o Amount you can apply for:      £10,000

This is for 6 month projects. For Development Grants you must contribute 67% match funding (two-thirds): this can be in-kind or your own funding provided its not European monies.

2)  Offering start-up grants to assist with business planning, trials and prototypes for pilot ICT projects along with pre-proposal support.

    SYCMF Start-up Grants:

    o Min amount you can apply for:      £2,000

    o Max amount you can apply for:    £3,000

This is for 6 month projects. For Start-up Grants you must contribute 50% match funding: this can be in-kind or your own funding provided its not European monies.

IN THIS ROUND WE ARE PARTICULARLY INTERESTED TO HEAR FROM PROJECTS THAT WILL BENEFIT P4a COMMUNITIES IN BARNSLEY AND DONCASTER.

Extended Description:

South Yorkshire is undergoing major changes in patterns of employment.Traditional areas of employment such as the coalfields and the steel industry are in decline. Creative and knowledge-based industries are areas of employment growth but the region is starting from a very low point in adoption and usage of new technologies.

Media are converging around digital technologies. Radio and television studios are becoming digital while traditional computer training is opening up to the possibilities of using sound, moving images and interactive multimedia. Community media initiatives offer local access to radio, television and Internet production and distribution facilities. They provide support through training, guidance, workplacements and mentoring and offer a friendly, flexible and supportive environment at neighbourhood level.

Community media initiatives can give a strong and positive identity to local communities by contributing to local development, democracy,cultural expression, social enterprise, and the inclusion and empowerment of disadvantaged groups. Community media projects can be a point of access for learning creative and ICT skills at communitylevel. By bringing learning together with access to the tools of media production and distribution community media projects offer a rewarding experience to learners and can provide a vital seed bed for new social enterprises and neighbourhood initiatives.

This Fund will be looking for linkages with policy developments at the national level such as those arising from communications reform. We shall also be looking for best fit with regional and sub-regional strategies. Projects supported will be expected to demonstrate community support and the potential for sustainability.

The outcomes from the South Yorkshire Community Media Fund will include new community media start-ups, new facilities and support, content production and distribution, new learning provision, support for jobs and enterprise. We are particularly looking to assist new, innovative and leading edge approaches to media and communications at communityand neighbourhood level. We shall also be looking to support new approaches to creative production and community content.

Application Procedure:  

The application deadline for this round of the scheme is Monday the 16th of October 2006 at 5pm.  Successful and unsuccessful applicants will be notified in November 2006.  Projects would be expected to start in January 2007.
